MINUTES
LEGISLATIVE COUNCIL FINANCE COMMITTEE
June 22, 2010
Newtown Municipal Center


Present:  Ben Spragg, Kevin Fitzgerald, Chris LaRocque, Gary Davis, Dan Amaral,
               Jan Andras

Also Present:  John Voket (The Bee)

Chairman Spragg called the meeting to order at 6:30 p.m.


Public Participation:  None present

Acceptance of Minutes:  Upon motion by Mr. LaRocque, the minutes were unanimously accepted as presented.

UNFINISHED BUSINESS

Fairfield Hills Leases – Chairman Spragg distributed copies of the Danbury ordinance for the authority of the Tarrywile property.  He has also drafted a possible amendment to the Fairfield Hills Ordinance for consideration.  This will be taken up and finalized at the next committee meeting.

CIP Recommendations – Comments have been received from both the BOE and the BOF regarding the recommendations that were prepared by this committee.  

The BOE had only two comments (attached to these minutes).  The BOF had several comments (attached).  These were discussed at length and Mr. Davis will make revisions as discussed.

NEW BUSINESS

Biennial Review of CIP Mr. Spragg advised that before the Board of Finance was formed, the CIP was reviewed every two years.  This past year, the Council received the CIP late and it interfered with work on the budget.  Mr. Davis suggested that if there is a change, he would suggest that the Council CIP review be done in off election years, in order to give newly elected members more time to become familiar with the process.  The BOF Chairman does not agree with the recommended change.  It was discussed that the BOF could review the CIP annually but that the Council take it up every other year.

Mr. Spragg will draft a proposed plan for how this would work and it will be discussed at the next meeting.

Public Participation:  None

Announcements:  Mr. Davis asked about the change in process this year, where the social service type groups receiving allocations in the budget must first solicit one-half matching funds from Newtown residents before receiving town funds.   Mr. Spragg advised that the First Selectman is handling that procedure.

Having no further business, the meeting was adjourned at 8:00.
